Draw transparency

A hash alone does not independently prove that a draw was fair. It helps verify the integrity of a frozen roster when the original roster is lawfully available.

Method

HMAC-SHA256 with 48-bit rejection sampling. The frozen roster is ordered by entry number. Previous winners are excluded from subsequent draws.
